Complete text of the article:Download article (pdf, 0.4MB )UDС630*907.8+630*911DOI:AbstractIn connection with the inclusion of subjects of the Russian Federation in 2007 in the structure of state power bodies, implementing state powers in the sphere of forest relations, as well as the government's refusal from participation in economic activity, the organization of forest use in the Tyumen region is more difficult because of its complexity: from regulatory support of forest relations to determine the qualitative and quantitative characteristics of forests, planning and organization of forest exploitation, including maintenance in them of forestry. Constituent part of the organization of forest use is controlling functions and supervision of persons, who use the forest, the Rules of forest exploitation and requirements of forestry regulations of forest districts located within the borders of the Tyumen region. Analysis of the organization of forest exploitation in the Tyumen region has shown that regional center concentrates in the single regulatory body all administrative instruments: management, control and supervision over the use of forests. It is differs the current model at the regional level from municipal model, directed to operative decision making locally by the authorities of forestry.Authors
