Formation of the Forest Regeneration System of Belarus

Abstract

The paper considers the economic aspects of the forest regeneration system formation of the Republic of Belarus, analyzes the factors causing the economic interest structuring in the forest management process, approaches to the financial management. Due to the rising need a means of economic compensation for environmental purposes the sales channels of wood raw material and sources of added value are interpreted. The economic interest has a concrete historical character and depends on the relationship of subjects in the economic system. As a result of the formation of the market environment the efficiency growth can be provided (for the timber complex in particular), since occurs the possibility to implement the compliance principle of production of a product in a given period of time to the social needs and motivation of progressive change. For the timber complex of Belarus the need of appli-cation of the category “total economic turnover” is justified. To structure the economic interest the author offers to develop a complete financial and economic mechanism (to use the economic turnover balance in particular), as the forestries start to sale converted wood in 2015. The main objectives for the orientation of forestry subjects to obtain a positive “balance” of cash flow are reducing the tax burden and changing the budget financing system. The key directions of institutional reforms to contribute to the formation of an effective  system of forest resources regeneration are the introduction of the controlling system, creation of a price following center.
