Публикационная результативность научно-исследовательских работ в интересах лесного комплекса России

Аннотация

В лесной комплекс России традиционно и по существу включают лесное хозяйство и лесопромышленные отрасли, в первую очередь по заготовке и переработке древесины. Научные организации России, которые занимаются научно-исследовательской работой в интересах лесного комплекса, преимущественно входят в отраслевой, вузовский и академический сектор. Публикационную результативность этих работ можно анализировать на основе данных базы Научной электронной библиотеки. В качестве критериев оценки при этом можно использовать число публикаций работников научной организации, их цитируемость, импакт-фактор журналов, в которых опубликованы статьи, и ряд других показателей, играющих значимую роль при анализе деятельности не только отдельных ученых и научных организаций и учреждений в целом, но и качества научно-исследовательских работ, проводимых в интересах лесного комплекса. База данных электронной библиотеки позволяет составить относительно систематическое представление о публикационной активности российских исследователей, вузов, научных организаций и учреждений в отечественных и зарубежных научных периодических изданиях. Основные выводы исследования: объемы выполняемых научно-исследовательских работ в интересах лесного комплекса в нашей стране находятся на весьма низком уровне; публикационная результативность достигла определенной стабилизации роста, хотя тенденция не столь очевидна и требует дальнейшего изучения; присоединение ряда ведущих вузов отраслевой направленности к непрофильным не всегда положительно влияет на систему подготовки кадров для лесного комплекса и отраслевой науки, что объясняется современным состоянием и перспективами комплекса; необходимо отметить определенные проблемы с качеством публикаций; тенденции ведущих мировых стран в сторону «зеленой» экономики подчеркивают необходимость усиления научно-образовательной составляющей в интересах лесного комплекса. Аналогичные соображения о лесных научных исследованиях и лесном образовании представлены в материалах 14-й сессии Международного форума ООН по лесам.

Traditionally and essentially, the forest complex of Russia includes forestry and forest industry, primarily, the harvesting and processing of wood. Russian scientific institutions that are engaged in research in the interests of the forest complex mainly belong to the industry, university and academic sectors. Publication research performance can be measured based on the database of the Scientific Electronic Library (eLIBRARY.RU). In this case, publications performance might be characterized by the number of publications of the scientific institutions employees, their citation rate, impact factor of the journals where the articles are published, and a number of others. These indicators play a significant role in evaluation of activity of both individual scientists and scientific institutions as a whole; they can also be considered in evaluation of research works for the forest complex. Moreover, the database allows to make a relatively systematic representation of publication activity of various Russian researchers, universities, scientific organizations and institutions among domestic and foreign scientific periodicals. Among the main findings of the research are: number of research works carried out in the interests of the forest complex in our country is at a very low level; publication performance has achieved a certain stabilization in growth, although the trend is not so obvious and requires further consideration; joining of a number of leading universities with a sectoral focus to non-core ones does not always have a positive effect on the staff training system for the forest complex and sectoral science, this is largely due to the current state and prospects of the forest complex; certain problems with the quality of publications should be noted; the trends of the leading world countries towards a green economy emphasize the need to strengthen the scientific and educational component for the forest complex. Similar considerations for the forest research and forest education are presented in the proceedings of the 14th session of the UN Forum on Forests.
