Комплексная оценка доступности лесных ресурсов с учетом развития лесной транспортной инфраструктуры на территории северо-западного федерального округа

Аннотация

В Северо-Западном федеральном округе сложился крупнейший в России лесопромышленный комплекс. Из девяти регионов этого округа в четырех (Архангельская и Вологодская области, республики Коми и Карелия) лесозаготовка является одной из главных бюджетообразующих отраслей. На них приходится порядка 60 % лесов европейской части страны и 12 % всех лесов России. По состоянию на 01.10.2012 г. почти половина этой площади передана в аренду, действовало 6217 договоров аренды по заготовке древесины. Важно отметить ежегодное недоосвоение расчетной лесосеки. Уровень заготовки древесины на арендуемых лесных участках в 2011 г. по округу не превышал 56 % от объема установленного договорами аренды. Степень использования расчетной лесосеки для заготовки древесины в спелых и перестойных насаждениях неравномерна.
На уровень освоения лесосечного фонда оказывают влияние обеспеченность территории субъектов Российской Федерации дорожной сетью, концентрация эксплуатационного фонда, породная и возрастная структура лесов. При определении расчетной лесосеки, зачастую, не учитывается сезонная доступность планируемых к освоению участков лесного фонда, разделение лесов на так называемые «зимний» и «летний» лесосечный фонд предопределяет неравномерность годовой загрузки предприятий. Объектами исследования явились нормативно-правовые документы в области лесных отношений, лесные планы субъектов Северо-Западного федерального округа. Отдельно были изучены аспекты обеспечения рационального использования лесных ресурсов, выявление площадей и запасов эксплуатационных лесов на территории региона, используемых для заготовки древесины, недревесных лесных ресурсов, рекреационный потенциал, а также выявление плотности лесных (лесовозных) дорог в лесном фонде. Рассмотрение вопросов доступности лесных ресурсов по субъектам округа показало, что протяженность лесохозяйственных и лесовозных дорог составляет 234 672 км, плотность дорог на
1000 га лесного фонда – 2,1 км, что является недостаточным и предполагает количественное и качественное развитие лесной транспортной инфраструктуры в целях интенсивного развития лесной отрасли Северо-Запада.

In the Northwest federal district there was a largest timber processing complex in Russia. Out of nine regions of the Northwest federal district in four – in the Arkhangelsk and Vologda Regions, in the Komi Republic and the Republic of Karelia – lumbering is one of the main budget forming branches. About 60% of the woods of the European part of the country and 12% of all woods of Russia are the share of the Northwest federal district. As of 01.10.2012 nearly a half of all area of forest fund of the Northwest federal district is leased, 6217 leasing contracts on wood preparation worked. It is important to note an annual less-reclaiming of a predicted cutting area. Level of wood preparation on the rented timberland in 2011 on the district didn't exceed 56% of volume established by lease contracts. The efficiency of predicted cutting area for wood preparation in ripe and overmature plantings is uneven. Supportability of the territory of subjects of the Russian Federation with a road network, concentration of performance stock, species and age structure of the woods has impact on level of cutting fund development. When determining a predicted cutting area, often, seasonal availability of sites of forest fund planned to development isn't considered, woods division into so-called "winter" and "summer" cutting fund predetermines unevenness of annual loading of the enterprises. Object of research were standard and legal documents in the field of the forest relations, forest plans of subjects of the Northwest federal district. Aspects of ensuring rational use of forest resources, identification of the areas and stocks of the operational woods in the territory of the region, used for wood preparation, not wood forest resources, the recreational potential, and also identification of density of forest (lumber) roads in forest fund in the Northwest federal district were particularly studied. Consideration of questions of forest resources availability on subjects of the Northwest federal district showed that the extent of forestry-based and lumber roads is 234672 km. Roads density in forest fund on 1000 hectares makes 2,1 km that is an insufficient indicator and assumes quantitative and high-quality development of forest transport infrastructure for the purpose of intensive development of forest branch of the Northwest.
